bttest, questtest, steering, and walktut not responding

Hello all,
I have noticed that bttest, questtest, steering, and walktut all hang on a
black screen and shoot my cpu usage up to 100%. Having run them with
-console -verbose I notice that this always occurs immediately after the
following is printed to the console:

SCF_NOTIFY: loading plugin pathto\addon_celentity.dll to satisfy request
for celAddOnCelEntity

All other CEL applications are running fine, including many that report the
same line as above and succesfully continue to execute.

Any suggestions on how to get these apps running? or to get more detailed
output as to what may be causing the error?
