There hasn't been any reaction about that, but since the spam attacks are continuing, I've done the suggested change. The 'TICKET_APPEND' permission has been therefore moved from the "anonymous" users to the "authenticated" ones, the goal being to allow to add comments to a ticket only for authenticated users.
