Return to - CS monthly IRC meetings

Hi all,

I suggested a monthly IRC meeting some time ago that was received well and was 
asked by Frank about when we would hold such a meeting. Well... I will put 
forward that it should be at present geared toward European time as most 
active devs are here. We can move it around at a later time to suit.

I propose a first meeting:

2012-07-17 at 1900 Hours GMT/UTC
