Though historically, “separate” projects (even within the CS repo)
tended to be less often kept up-to-date for changes in CS (see e.g.
CSExtra...).
Of course that depends on how interesting/often-used a project is – the
more people actively using it, the lower the chance of bit rot. Compared
to the rather exotic components in CSExtra, an editor is probably
sufficiently interesting and used by a large number of people to have it
keep fresh.

Sounds good. (Main benefit: anyone having CS dev rights will have so for
CS<InsertName>, which may come in handy for closely coupled changes.)

Since it's a separate project (and code base), I would not use the CS
library naming scheme, i.e. don't name it “crystalspace_xxx”.
Simply naming it “cs<insertname>” would probably be appropriate; perhaps
with an additional suffix (e.g. “cs<insertname>_common”) if it's likely
there will be multiple static lib(s).
[BTW, the “lib” prefix and “…-x.x” suffix is handled by the build
system, so you don't need to worry about that aspect.]

I would recommend that.

It certainly can.
