For a “real” GUI, two good options would be CEGUI or wxWidgets. (There
are CS bindings for both of them, and there are sample apps.)

You mean “.layout” files? They're for CEGUI.
I don't know how they were originally generated; possibly by hand.
However, there seems to be an editor application (“CEGUI Unified
Editor”), but I didn't try it myself.
