Well, there could be two points of failure: DrawTiled() does not work or
SetRenderTarget() is broken.
That could be found out by drawing directly to the screen, not a render
target: if that works, SetRenderTarget() fails; if it doesn't,
DrawTiled() is broken.

Either way, it would be a good idea if you would open a ticket on the
bug tracker
(http://trac.crystalspace3d.org/trac/CS/wiki/Reporting%20bugs) and
ideally attach a minimal test program. (Hacking simple1 to include the
problematic code is usually works well.)
