Importantly, the proposal should be more than "I want to implement X for CS" and linking a few papers. A good proposal should probably discuss how you're going to go about it (might require some research of CS beforehand). Secondly it'd be a good idea to hang around the CS IRC channel, post your proposal to this list and get some discussion going. A mentor has to be interested in your project or it probably wouldn't be selected. Sparking discussion is likely to get someone interested. Submitting a proposal on deadline day without any prior discussion might not catch the eye of a mentor unless it's very very good.
