I counterpropose to make the forums the front end for the mailing lists. In my opinion, good forums offer recursive threading like mailing lists, anyways. If a forum user creates a new thread, a mail gets sent to the list, subject "[category] thread title". If someone uses the mailing list to create such a thread, it'd be nice if he'd use that convention, but if he doesn't, his thread can appear in an "Unsorted" category. If a later mail that replies to the thread has an existing [category] in its subject, the thread can then be sorted correctly. I know that it's quite a bit of work, but IMHO it's a better solution than shutting down forum or lists for either purpose.
