[CsMain] Project Ares: new wiki

I made a new wiki for Project Ares. You can find it here:

This wiki will be the basic entry point for the team that is going to work
on Ares. We will keep our issue tracker there and also all documents related
to this. I made a start by documenting a lot of things already.
