FWIW, on Unix (and MinGW), it'd be quite simple: there, the cs-config
script provides a pretty convenient way to obtain compiler flags &
linker flags (and some further information).

For Visual Studio, it would be a more manual affair: basically, it would
mean checking for the presence of CS by looking for certain files; some
build flags will probably have to be hardcoded.
