Summary: Improve the locus sampler

Initial Comment:
The locus sampler is currently an adaptative sampler
with a dynamic sampling rate. However there is still
place for improvment. 

The place to look at is drgeo/geo/drgeo_locus.cc and
the member function locus::update()
