[patch/webify*.pl] Scripts still use obsoleted Perl 4 libraries

Hi,

The webify*.pl perl scripts use the (AFAIK) obsoleted and
near-to-be-removed (5.16) perl4 ctime.pl library. The attached patch
uses a core module of Perl 5 as replacement.
