make installer fails on Mingw build

Hello

I have tried to make a installer for gnuplot for windows on MinGW bplatform=
 (gcc-4.8.2, MinGW-w64 32bit) using cvs source (changelog  2014-03-20).  Th=
e make all and make install worded correctly.  Howerver, make installer fai=
led.  The error messages are :

What is the error message "Text is not inside a section." ?
