I wonder what part of the manual you gathered that guess from.

And no, the call arguments are not specially parsed at all.  That 
parsing you see is normal gnuplot command parsing, which expects numbers 
and numeric expressions by default.  If you wanted to pass strings, 
you're supposed to enclose them in strings.
