That's a large part of the problem.

We clearly can build a stand-alone tarball if we have control over it.
That's what I do to make a release package.

Unfortunately so far as I know we don't have control over the snapshot
building process on the SourceForge page.
It looks like they just dump the current content of the repository into a tarball.

I could try sending a support request to the SourceForge ops, but I'm
not all that hopeful about getting a useful response.
