windows binary package distribution of the development version is resumed.

I resumed to distribute windows binary package for the development version because  I  recieved the request.

Notes
Because of  initairization issue for qt terminal, the qt terminal is omitted at the moment.
I only provide a zip archived package at the moment. 
Distribution cycle is not so frequent as before.

Please try new features .and feedback to gnuplot-beta mailing-list or ticket in the SourceForge.
