Dis-recommended or not, it simply doesn't work without it, because it 
cannot find title-ja.tex.  With the TEXINPUTS set, it works.

There might be other methods to achieve this (copy title-ja.tex around, 
change the sed command to point to it with a path, ...), but that one 
seemed to fit in best with what we've been doing in the other cases.
