U+2219 is \bullet in LaTeX.
Perhaps the unicode support package included with MiKTeX 22.7 is incomplete?
The file .../texmf-dist/tex/generic/unicode-data/UnicodeData.txt
should contain a line

2219;BULLET OPERATOR;Sm;0;ON;;;;;N;;;;;


As a work-around, this thread

suggests it may be possible to say
    \usepackage{newunicodechar}
    \newunicodechar{^^^^2219}{\cdot}

but I think it would be better to figure out what is wrong with the MiKTeX
installation.
