If you want to know how to build on Debian, consult the debianization.
The control file:

  https://salsa.debian.org/science-team/gnuplot/-/blob/master/debian/control

So the qt packages required to build the gnuplot package, as configured
by Debian are:

               qtbase5-dev
               qtbase5-dev-tools
               qttools5-dev-tools
               libqt5svg5-dev
