Let me actually say one more thing. You can ask apt to install
everything needed to build a package:

  apt-get build-dep gnuplot

When that is done, you'll be guaranteed to be able to build the gnuplot
Debian package. Granted, you're trying to build a later version, from
source, with a possibly-different configuration, but it should still be
largely the same.
