gnuplot/wgnuplot launch failure on Windows Server 2008

Hello,

I am new to this mailing list so I apologize in advance if I am not 
doing things the way it is expected.

I am presently happily using gnuplot 5.2.6 on my Windows 7 workstation.  
However I need be able to use it on a Windows Server 2008 Service Pack 2 
machine (same code base as Windows Vista) and I get an error message 
whenever I attempt to start gnuplot or wgnuplot:

"The procedure entry point RaiseFailFastException could not be located 
in the dynamic library KERNEL32.DLL"  (see attached screenshot).

I tried both 32 bit and 64 bit installers, (gp526-win64-mingw_2.exe, 
gp526-win32-mingw_2.exe), accepting all default options.  I also 
downloaded the 32 bit and 64 bit complete packages 
(gp526-win64-mingw.7z, gp526-win32-mingw.7z)  but attempts to start 
produced the same results.

Using the Windows Sysinternals Process Monitor I captured all file 
system and registry events from the gnuplot.exe process but that looks 
OK to me.

I am hoping someone can help with this issue.
