As far as I can tell, Picassa seems to create the .ini files only when you edit a file, not when you view. I have only done a quick test, but this is how it seems to work on my XP Home machine. Did you have different results?

I recently installed Picasa2 on my main machine to compare it against IMatch
for speed. It seemed to digest my ~45,000 images fairly gracefully, although
I did not do exhaustive testing. I dumped it shortly thereafter because it
insisted on sticking a PICASA.INI file in every directory under My Pictures,
and that kept causing false folder change detections in IMatch. While I
think the cute UI effects of Picasa are neat, they get old pretty quick and
in general I found the UI to be less intuitive for my geeky taste. I prefer
the raw speed and open flexibility of IMatch ;-)
