Sax Basic - TimeSerial Function

Is there a way to address an IPTC field for the time zone when setting the
IPTC Date & Time Created, in SAX BASIC.
My time zone is GMT + 13:00 (Auckland, New Zealand during DST). In the IPTC
Editor I am able to set the EXIF time zone as <Local> and this also shows:
Local time = GMT +13:00. When I save a time in IPTC, using the IPTC Editor
this saves correctly.
However, when I run a script to place the EXIF date and time into the IPTC
date/time, the time is increased it by 13:00 hours.
The Sax Basic function for a date import only allows for date and time, for
example DateSerial(yyyy,mm,dd) and
TimeSerial(hh:mm:ss).
For example setting the IPTC time as TimeSerial(10,15,00) (10:15am) sets the
IPTC time to 23:15.
