why are circles often represented as two arcs

As per the subject line I often notice that what comes out of inkscape and
other svg capable editors uses paths to represent circles and other simple
shapes. I suppose this is for some reason of code optimization (i.e code
optimization in the editor not in the output SVG).
Can anyone shed any light on this?
