As Tav mentioned, he's tested Inkscape on Wayland.  I'm not aware anyone
else has.

Ubuntu does not have Wayland enabled by default.  Presumably same with
most Ubu-derivs.  Dunno about Debian.

Yes, bug reports would be helpful.  File them at https://inkscape.org/report

I've not been running across many Wayland bug reports so far, other than
what Tav's mentioned, although I'm just skimming mostly and it's
possible I've just overlooked them.  But I don't think you'd be
duplicating efforts filing new bugs.  Any work you can do to narrow down
what's going on, even speculatively, can be handy once someone gets a
chance to look.
