Inkscape 1.0-beta regression for windows installer

Hi All,
I did not see the windows installers uploaded.
So I tried to create my own.

As the binaries moved from inkscape/ to inkscape/bin/ the installers do
fail.
Both the .exe and the .msi installer are affected.

I succeeded fixing for .msi and still working on .exe.

I would like to push the changes. Is the codebasis closed? Or can I simply
push?
Hints how to proceed?
