Not wiki; it's already in version control via the content repo.

PDF may be the most formal looking, and could be linked to from the main
website as well as the forum itself.  Probably best if it could be
uploaded to the main website somewhere.  Alternatively, the vectors team
also has an area on alpha, that is already holding some forum-related
things:  http://alpha.inkscape.org/vectors/

make it a board meeting topic and ask one of the board members to serve
