This was in fact already on my to-do list.  The way I thought it would 
work is that you have an additional field for the notes on the "Edit 
page title and sections" dialog (Ctrl+P).

Quite a few changes have accumulated in Ipe.  I should probably release 
them without trying to finish all the outstanding issues...
