I haven't been able to finish my little project, and I won't have time 
to work on it before the winter vacation.  Rest assured I will announce 
it on the Ipe mailing list when I upload new Windows binaries.

However, it shouldn't be difficult to compile Ipe for Windows as it is - 
others have compiled Ipe for Windows (using the standard Qt interface) 
in the past.  Perhaps someone will do it again (I currently do not even 
have a computer running Windows).
