If you have the most recent version of Ipe (7.1.3), just select the 
objects, right-click, and select dash style from the context menu.

This didn't work in older versions, so there you have to select the 
objects, right click in the light-yellow field in the Properties box on 
the left (where you also set arrows and fill mode), and select dash style.
