The first thing to try would be to run Ipe from the command line (that 
is, start CMD.EXE and run Ipe from there) to see what error messages you 
get.  Even better, set the environment variable IPEDEBUG to 1.  Also 
check the contents of ipetemp.log in the Ipe latex directory.
