Otfried, I am using the generated eps file as input to a C++ program (FLTK) that reads it and plots the drawing from the points. Similar to openGL, it can "translate" to move the origin to the center of the screen from its default origin of upper-left corner, but that actually moves the whole coordinate system (origin); the figure is still not centered on the origin. But I want it centered on the origin to make rotation easier. I tried your suggestion of moving my object in ipe so that it is 3/4 off the bottom left of page and that does work to then output the postscript coordinates to "surround" the origin with negative and positive values. I think that will do the trick even though it is not intuitive to move the object partially off the page!
