describes how to add the Cygwin path to the Windows path. That
solved half of the problem. The remaining problem is that Ipe now
runs, but the .pdf file it produces has a problem with text. If
your picture includes any text, ipe says "There was an error trying
to run pdflatex". I can run pdflatex by hand on the .tex file, and
the result is a blank page. So it looks like ipe is producing an
incorrect .pdf file.

I've just tried this on my Windows computer: In a CMD shell, I can run
\cygwin\bin\ls without adding anything to my path.

2) Once you have this working, go to the Ipe Latex directory (check Help
-> Show configuration - In my case this is
C:\Users\otfried\AppData\Local\Ipe). This directory will contain a
batch file "runlatex.bat". Check that you can execute this batch file
from a Windows command shell.
