Only to some extent. The following link http://www.howtogeek.com/howto/41382/how-to-use-linux-commands-in-windows-with-cygwin/ describes how to add the Cygwin path to the Windows path. That solved half of the problem. The remaining problem is that Ipe now runs, but the .pdf file it produces has a problem with text. If your picture includes any text, ipe says "There was an error trying to run pdflatex". I can run pdflatex by hand on the .tex file, and the result is a blank page. This directory will contain a batch file "runlatex.bat". Check that you can execute this batch file from a Windows command shell.
