The current version is 2014/03/03, see
https://github.com/otfried/ipe-tools/tree/master/pdftoipe.

It should work correctly.

There really should be a better way to distribute apps for Linux. 
People are using far too old versions.  (It should actually be trivial
to compile pdftoipe, just say "make".)
