It's a difficult question to answer because you have already looked at
the pages where the answer is. Lots of applications are listed.
You could try ImageMagick:
convert file1.png -delay 100 file2.png movie.mng
or GraphicsMagick
gm convert file.png -delay 100 file2.png movie.mng
