You just click on the guide with the selection tool and drag it. You have to be careful to click with the cursor tip within a pixel or so of the guide line (at 100% zoom). When you've got it, the cursor will change and a tooltip of the guide's location will show up. The margin for clicking on the line seems to be a scaled distance.
