Bug in OG?

I discovered something very odd and in trying to determine what is going on, I think there must be some bug in the way OG is reading in PDF files. 

Problem: 

I have to modify some very large CAD drawings. These are saved as a PDF file and sent to me from the department that does them. 

When I place the PDF in an OG file, nothing can be ungrouped. That is typical. However, if you simply open the pdf, things must be interpreted because objects can be ungrouped. However I think in this process there is some error. What I have found is that lines with arrowheads at the end are NOT being generated properly. Initially I thought maybe the PDF was too complex, so I opened the file up in Illustrator and everything seemed to be OK there. I did decide to break up the file a bit and made sections smaller. I saved these out in multiple formats from illustrator. I tried SVG, PDF, EPS, AI. Seems that only PDF can be opened properly in OG. However, these PDF files have the same problem.

First open the PDF using the Open command in OG. That generates a file that you can edit if need be. Next place another copy of the PDF into the OG file. That gives you a view of what the image should look like. 

Normally, I wouldn't care and would use the PDF, but we're starting to use SVG files and if you place a PDF into OG, the SVG file generated makes a SVG that simply puts a copy of the PDF inside the SVG. What I've found is that our CMS and authoring tool cannot deal with these types of SVG files because it sees the file as multiple files (which it is). 

If anybody has any ideas I'm all ears. The goal is to generate a generic SVG file that can be used anywhere. However the file has to be accurate. Without arrowheads the file isn't accurate. My guess at this point is that there is something wrong in the way the interpretation of the PDF is being done.
