They're "Smart Guides", and you can disable them using the Arrange > 
Guides submenu.

Create a new template. In the Canvas: Size inspector, set the ruler 
units to "cm". Save the template as "Metric.gtemplate" or something. Use 
the Template Chooser to make that template be the default.
