They didn't remove access. They just hid it.

In finder, click the menu item 'Go' then select 'Go to finder'.

Now, under 'Go to the folder:' enter

~/Library

and click Go. Now you can navigate to the right folder. Alternatively, =
copy and past the full in there instead and click Go.
