Add PNG_ARM_NEON switch to CMake

Hi,

I created a pull request on github with a proposal to extend the CMake
build system with a PNG_ARM_NEON flag that behaves similar to the
autoconf NEON flag.

I am only wondering; is this the preferred way for people to contribute
to the project?
