Off-by-one bug in libpng16 writes extra zero-length IDAT chunk

Received this bug report: https://sourceforge.net/p/libpng/bugs/265/ libpng16 is adding an extra zero-length IDAT when the zlib buffer for the final IDAT is exactly filled by the data. I've confirmed that the bug exists in libpng-1.6.13 through 1.6.30beta03 but not in libpng-1.5.29 and earlier. A bugfix would be welcome.
