Add PNG_FORMAT_FLAG_ASSOCIATED_ALPHA flag to the PNG simplified API

It adds a PNG_FORMAT_FLAG_ASSOCIATED_ALPHA flag.
It seems to be consistent with the rest of the Simplified API which
already has support for premultipllied/assiciated alpha.
