Attached is the fix.  I didn't correct the indentation, I just removed the
never-defined macro check; this makes the change more clear.  Behaviour now
matches the documented behavior in configure (i.e. configure --help).

Tested with "make check" in configure, it doesn't work with cmake; i.e.
cmake still doesn't build the intel/* files.

Note that I also removed the comment; it is out-of-date because it refers
to some older code from contrib/intel for "details" and there is no such
information either there or in intel/
