Looking at what has happened over the last few years and having gone on a
recent trawl, or is it troll, through the github issues and PRs I feel it
is time to ask everyone here whether it is time for "libpng-ng".

It has happened to the IJG code (though it wasn't given the -ng suffix) it
has happened to many other worthy open source projects and, indeed, there
is now zlib-ng.

-ng's happen because projects maintained by the original authors run out of
steam or time; someone has to take over.  My feeling is that someone needs
to do that for libpng.  Not me of course, not, I suspect, anyone with long
term experience of the libpng development.  Just someone.

So I'm soliciting feelings.  Not volunteers.  Opinions.  Not facts.
