Why a libpng-ng?

I think it is better to keep libpng with a version like 1.8 or 2.0.

So what is libpng-ng?  I know, in broad terms, what I would like to
see and that includes a well defined development/test methodology.
This is something that is not specific to libpng but I think it is
essential to avoid the libpng1.7 disaster (where it became impossible
for me to merge).

However right at the top of "what is libpng-ng" is the question,
"where are the discussions"?

png-mng-implement?  Maybe, however the pnggroup/libpng "issues" list
and sometimes the pull requests include things that are clearly
libpng-ng.  There is no "discussions" tab on pnggroup/libpng and
pnggroup/libpng-ng does not exist yet.

I'd like Cosmin to clarify this from the start what the top level
structure will be; deciding where and how discussions happen and if
any happen, is an essential first step.
