I'm busy (with work) during weekdays, but I was planning to release an
"EXIF edition" of OptiPNG when the spare-time opportunity presents
itself.

I learned that other standards bodies (most notably, the C Standard
Committee and the C++ Standard Committee) only accept proposals backed
by actual working implementations, and this has been a practice for a
few good years already.

We should follow that practice, also.
