The Exif data is just the stuff that starts Exif and it is two bytes
shorter than the length recorded for the APP1 marker.  See TsuruZoh
Tachibanaya's very excellent document; the one at MIT I referenced
earlier:

You will see from his example under "Exif data structure" that the
FFD9 you see at the end of hte Exif data is the EOI for the thumbnail
(which is at the end in both cases.)
