it took me quite a while before I understood the sentence :

   The eXIf chunk data segment contains "length" bytes where "length"
   is determined by the chunk "length" field.

three times the word "length" in one sentence makes it tough  :-)

I read it as 'the data segment contains length-bytes', which has of 
course a completely different meaning

here another attempt :

   The chunks four-byte "length" field determines the size of the
   eXIf chunk data segment.

then:

   It begins with the "Exif ID code" described in 4.7.2(C).

or:

   The data segment begins with the "Exif ID code" described
   in 4.7.2(C).

and maybe we should add:

   It will often end with 0xFFD9 (there could be a padding byte
   0x00) which is the EXIF EOI (End of Image) marker, because
   many EXIF profiles end with a thumbnail image.

summary:

   The chunks four-byte "length" field determines the size of the
   eXIf chunk data segment. The data segment begins with the "Exif
   ID code" described in 4.7.2(C). It will often end with 0xFFD9
   (there could be a padding byte 0x00) which is the EXIF EOI (End
