That was my intention; that a change *however minor* restarts the
discussion clock.  The proposer makes the change issues a CFD on the
modified proposal (effectively abandoning the prior one) and the clock
starts again.

Because the proposer has to make the change *and* re-issue the CFD it
is always clear what the proposer is proposing and when the clock
started.  I guess a proposer could run CFDs for basically the same
thing in parallel but that can happen with your current system; in
either system it would just annoy people so it's not likely to get
done.

It's also the case that with my system a counter proposal needs a
champion just like the original proposal.  I think that's a good
thing.
