It may be browser specific; when I had problems I saw a variety of
symptoms.  Of course the first one was that the original proposal
wasn't there because it had been moved (to history), so I tried for a
directory listing and got a message which I remember as a permission
message.  Given the way browsers report errors that could just mean "I
tried to cd to that directory and my connection broke", which is, of
course, completely different.

I've never had non-obvious problems with command line ftp; the ftp
program at least says that there are two many anonymous users.

Another possibility is to use git on github or something similar; that
removes the need for a "history" directory since the proposals would
just be revisions of the same file.  It would also enable revision by
pull-request or patch from the proposer and make it a lot easier to
see the changes.  It does, of course, raise the dangers of using yet
another careless corporate entity which will, sooner or later, get
taken over by something bad.
